RURAL WATER SUPPLY PROGRAMME

The motive of Rural Water Supply Programme is to provide regular safe and adequate water for drinking and other house hold purposes to every citizen of Gujarat covering General, Scheduled Tribal and Scheduled Caste population in the State through various means like Hand pump, Individual water supply schemes, Regional/group water supply schemes, Mini programs based on electric or solar energy, Internal distribution water supply scheme, Recharging of underground sources and roof top rain water tanks. Presently, Rural Water Supply Schemes are designed considering 100 lpcd (Liters/Capita/Day) rate of water supply which includes water demand of cattle.

Individual water supply scheme Individual water supply scheme is formulated for those villages or hamlets where sufficient water is available from local sources; Scheme is handed over to gram panchayat for operation and maintenance after its formulation and successful implementation.

Regional water supply schemes Adequate and potable drinking water is being supplied through Regional water supply water supply schemes comprising of more than one village, where local drinking water sources yield insufficient water or water is non potable in this situation water is fetched from remote water sources. Regional water supply schemes are taken up under Rural water supply programme. The regional water supply schemes are based on reliable sources like tubewells (Underground sources) or Surface water sources (Dam or Narmada water).

Electric / Solar energy based Mini piped water supply schemes Water is made available by Electric base / Solar based pumps. In these villages / habitations water is available from bore well of 165 mm Dia bore by installing single phased pump.

Rural water supply schemes for Tribal Areas It is the strategy of state government to provide drinking water facility in tribal areas also. Regional water supply scheme, individual and mini pipe water supply schemes/ Hand Pumps are planned to provide drinking water supply facility.

Rural water supply schemes for Scheduled Caste population Drinking water supply facility is also ensured to SC community through various water supply schemes.

Water supply Schemes based on Sardar Sarovar Canal The government of Gujarat has taken up the implementation of Sardar Sarovar Canal based drinking water supply project with Gujarat Water Supply & Sewerage Board & Gujarat Water Infrastructure Limited as the implementing agencies. Gujarat water infrastructure limited lays bulk water pipe lines to provide bulk quantity of water from Narmada Canal off-take points to pre determined water scarce areas. Water is fed up to village level by transmitting water from bulk water transmission lines by the GWSSB.

Water supply Schemes with people’s participation Water is available in village from local water resource or from regional water schemes. For equal distribution of water in village, concept of decentralization is adopted for planning, Implementation, management, operation & maintenance of pipe lines and other components. Swajaldhara and Sector reform (State) programme are being implemented by the government. In which 90% of estimated cost is borne by the government as assistance and 10% is borne by the beneficiaries. Water and Sanitation Management organization is the implementing agency. Implementation of this programme is executed by Peoples participation and pani samities. This program is implemented by watsan under the chairmanship of District Collector.

National Rural Drinking Water Programme (NRDWP)-Normal Under NRDWP, the drinking water supply facility is provided to partially Covered (PC) habitations, Quality problem (QP) habitations. Activities like Sustainability Measures and operation and maintenance of completed schemes is also taken up. Government of India (GoI) has indicated to Provide 55 LPCD as a basic minimum need for rural population. These habitations are targeted to cover under Multi Village Water Supply Schemes (MVWSS), Individual Water Supply Schemes (IWSS) or Mini Water Supply schemes. The financial ratio of GoI: GoG is 50:50.

Desert Development Programme (DDP) Gujarat has 52 DDP blocks spread over 6 odd districts (Banaskantha, Jamnagar, Kachchh, Patan, Rajkot and Surendranagar), of these two districts have international boundary. The Scheduled caste and Scheduled Tribe population in these Districts is 10.21% and 1.45%. Intensive coverage with Multi village water supply schemes is carried out in the DDP areas, also water supply system for the various Border Out Post is taken up (BOP) under the DDP programme. The financial ratio of GoI: GoG is 100 : 00.

Quality monitoring and Surveillance (WQMS) WASMO receives funds from Government of India for activities to be conducted under this program component. 3 % of the total allocation is earmarked for this component. In Gujarat, sample collection and testing for bacteriological and chemical parameters is being done by Gujarat Jalseva Training Institute, whereas WASMO facilitates the training component and sample testing by Field Test Kits. The financial ratio of GoI: GoG is 100 : 00.

Water Conservation and Prevention of Wastage of Water Under Water Supply Department various Information, Educational and Communication (IEC) activities are done as per requirement. For the awareness with respect to economic use of water, water conservation, rain water harvesting and storage, ground water recharge and water recycling activities can be done.
